DGFT issued Revision of SCOMET List under Appendix 3 of Schedule II Export Policy

The Directorate General of Foreign Trade (DGFT), on September 23, 2025, issued a notification revising the SCOMET (Special Chemicals, Organisms, Materials, Equipment and Technologies) List under Appendix-3 of Schedule-II (Export Policy) of ITC(HS) 2022. The amendment is made under the powers of the Foreign Trade (Development and Regulation) Act, 1992, read with the Foreign Trade Policy 2023 provisions.

The updated SCOMET list aligns India’s export control regime with multilateral export control arrangements. The revised list will be uploaded on the DGFT website (https://dgft.gov.in) under “Regulatory Updates” → “Import, Export and SCOMET Policy” for public access.

To provide adequate transition time for exporters and industry stakeholders, the notification will come into force 30 days from the date of issuance, after which the new list will be applicable for all relevant export activities.
